Germany needs nursing staff, and many nurses from the Philippines now work in German hospitals, care homes and outpatient services. There are two main routes. The first is Triple Win, a recruitment programme run with the Federal Employment Agency. The second is the recognition route, where you ask a German authority to recognise your nursing qualification, and then apply for a visa.
This guide follows the steps in order. Every figure below comes from the official German, Federal Employment Agency or embassy page named next to it, and was checked on 31 Oct 2026. Fees and rules change, so open the official link before you pay anything.

Step 1: Check your licence and training records
Start with your nursing diploma or degree, your transcripts and your Professional Regulation Commission (PRC) licence. Germany asks for proof of the training you completed, so collect certified copies early. For your licence, check with the Professional Regulation Commission (PRC). For overseas employment rules, check the Department of Migrant Workers (DMW) website.
Step 2: Triple Win
Triple Win is a programme of the Federal Employment Agency (ZAV) for recruiting nurses from partner countries. The ZAV page lists the Philippines as a partner country alongside Indonesia, India (Kerala and Telangana) and Tunisia. For employers, it says Triple Win matches suitable candidates and supports them from the interview through recognition and integration. It also says nurses are prepared "in language and professionally" for work in Germany (ZAV Triple Win).
The programme page describes the programme as "ohne finanzielle Risiken oder versteckte Kosten" (without financial risks or hidden costs). It does not say who that covers or what a nurse pays, so ask the programme in writing before you agree to anything (Triple Win programme page). The pages we checked do not give an age limit or the steps for a nurse. Contact details are on the ZAV page.
Step 3: Recognition of your nursing qualification
Make it in Germany says that "the nursing qualification obtained in your country of origin must be recognised in Germany". You can have an equivalence assessment based on your training records, or you can skip that and complete an adaptation programme directly (Make it in Germany).
Recognition is handled by the authority of the German state where you will work. The Recognition Finder is the official starting point for your profession, but the page we checked only links to the nursing entry. Fees vary by federal state, so check the figure with the authority of the state you choose (Recognition Finder).
The general recognition procedure takes three to four months, according to Make it in Germany's recognition visa guide (Recognition visa).
Step 4: German language levels
The levels in the official pages differ, so know which one applies to you:
- Recognition: B2 for the nursing recognition route (Make it in Germany).
- Healthcare recognition visa: a B1 language certificate is listed in the embassy's document list (German Embassy Manila).
- Recognition partnership visa: A2 (Make it in Germany).
The ZAV page says nurses in the programme are prepared "linguistically and professionally". Check which language exam and level your programme or authority requires before you book.
Step 5: Legalise your Philippine documents
This step catches many people. The German Embassy in Manila says that Philippine documents with an Apostille, but not legalised by the German Embassy, "continue to have no effect in German law". Germany objected to the Philippines' accession to the Apostille Convention. In practice, German authorities may still accept documents without legalisation under their free assessment of evidence, so ask the authority that will decide on your file whether legalisation is needed (German Embassy Manila).
The embassy's rules for legalisation:
- Legalisation costs EUR 36 per document, plus a service fee if you use VFS Global.
- Only documents with a physical Philippine Authentication Certificate from the Department of Foreign Affairs can be legalised. Electronic documents and E-Apostilles cannot.
- Complete applications for PSA certificates and NBI clearances usually take up to one week. Other public documents can take several weeks.
Step 6: Apply for the visa at VFS Global
For the healthcare recognition category, the embassy says you apply in person at VFS Global in Manila or Cebu. Book your appointment on the VFS booking page once you have all your documents. The visa fee is EUR 75, paid in Philippine pesos (German Embassy Manila).
The embassy's list includes the standard documents for this category, plus extra items for healthcare recognition:
- A valid passport, a printed and signed application form, and two biometric photos.
- Your diploma of vocational or academic education.
- Your employer's declaration on the employment relationship, and proof of health insurance.
- For healthcare recognition: your partial recognition decision and a B1 language certificate.
The embassy page we checked does not give a processing time for the visa.
Step 7: Money you must show and your first residence permit
For the recognition visa, German guidance requires proof of living costs. For a company-based measure, such as an internship, the minimum is EUR 1,200 gross or EUR 941 net per month (2026 amounts). For a school-based measure, such as a language course, the minimum is EUR 1,091 net per month, shown through a blocked account or a declaration of commitment (Make it in Germany).
After you enter, you are usually granted a residence permit for up to 24 months, renewable for 12 months (Make it in Germany).

| Этап | What is known | Ориентировочный диапазон |
|---|---|---|

Предупреждение о мошенничестве
- Never pay a job fee. The Triple Win programme page describes it as free of hidden costs. Ask any recruiter who wants money from you how that fits with that description.
- Look for the Fair Recruitment Healthcare Germany seal. Make it in Germany says that with this seal, "your future employer covers all costs associated with the recruitment process". For agencies without the seal, ask them in writing who pays each cost.
- Do not hand over original documents to a stranger. Use certified copies for applications, and keep the originals with you.
- Check the visa fee. The official figure is EUR 75, paid at VFS or the embassy. Anything else needs a written reason.

FAQ
Is Triple Win free for Filipino nurses? The pages we checked do not say what a nurse pays. The programme page describes it as free of hidden costs, but it does not say who that covers. Ask the programme and your employer to confirm in writing what you pay, and never pay a recruiter for a job.
What German level do I need? It depends on the route. Make it in Germany gives B2 for recognition. The embassy lists a B1 certificate for the healthcare recognition visa. The recognition partnership visa needs A2.
Is there an age limit for Triple Win? The pages we checked do not give one. Ask the ZAV contact listed on the Triple Win page.
