Canada attracts many nurses from Kerala, Punjab, Tamil Nadu, Gujarat and across India, often with family plans for permanent residence. The first thing to know is that there is no national nursing licence. Each province has its own regulator, such as the College of Nurses of Ontario (CNO) or the British Columbia College of Nurses and Midwives (BCCNM), and each sets its own steps. Immigration is a separate process run by Immigration, Refugees and Citizenship Canada (IRCC).
This guide explains the common route and the two largest provinces, with official fees checked on 31 Oct 2026. Rules here changed a lot in recent years, so open each link before you pay.

| Ontario application | CNO | CAD 433 in 2026, CAD 454 in 2027, plus 13% HST (CNO fees) |
| Ontario jurisprudence exam and initial registration | CNO | CAD 40 exam; CAD 69 initial registration in 2026 (CNO fees) |

| Express Entry permanent residence | IRCC | CAD 1,590 per adult (includes CAD 600 right of permanent residence fee); CAD 270 per child; CAD 85 biometrics (IRCC fee list) |
Fee change ahead: the Canadian NCLEX registration fee rises to CAD 570 from 1 February 2027 (NCLEX fees).
Help with costs: CNO says the Ontario government is temporarily covering costs for General and Temporary Class registration, with reimbursement through Ontario Health (CNO next steps). BCCNM says most of its fees can be reimbursed through the Internationally Educated Nurse Bursary Program.
Step 1: Choose your province
Pick a province before you pay for anything, because the route differs. Think about where you have family, which province's job market suits you, and which regulator's steps fit your qualification. NNAS lists the regulators that use its Expedited Service: Alberta, British Columbia (RN and LPN only), Manitoba, New Brunswick, Newfoundland and Labrador, Nova Scotia, Ontario, Prince Edward Island and Saskatchewan. Quebec and the territories are not on that list (NNAS Expedited Service).
Step 2: Get your credentials reviewed
NNAS Expedited Service. You apply once and pick one or more participating regulators at no extra cost. NNAS verifies your documents and releases an Advisory Report within five business days of receiving everything. You must submit all documents within 12 months. Most documents must be sent by third parties, such as your college and State Nursing Council, not by you (NNAS process). Document translation is CAD 115 per page (NNAS fees).
Watch this notice: on 30 October 2026 NNAS posted an update about a "CES wind-down" that may affect some applications. It says it is working on an alternative so affected applicants can continue (NNAS update). If you have an open file, read it and contact NNAS before paying for anything new.
Ontario. CNO's guide for nurses educated outside Canada uses an approved educational credential assessment (ECA) provider. You pick a provider, it sends your validated education documents to CNO, and then you open your CNO application (CNO outside Canada). ECA fees are set by each provider.
British Columbia. BCCNM asks internationally educated nurses to apply to Inspire Global Assessments, which assesses your application, including your English, then apply to BCCNM. Most applicants are assessed for LPN and RN licensure in one application (BCCNM IEN RNs). When BC launched this process in 2023, BCCNM said NNAS reports are accepted but not required (BCCNM announcement).
Step 3: Meet your regulator's requirements (Ontario example)
CNO lists nine requirements for RNs: nursing education, Transition to Practice, evidence of practice, the NCLEX-RN, the RN jurisprudence exam, English or French proficiency, proof of work authorisation, a declaration of past offences and findings, and a police criminal record check (CNO next steps). Points that matter for Indian nurses:
- RN applicants need a nursing baccalaureate. Since 1 April 2025, CNO accepts nursing education recognised in any jurisdiction, but RN applicants need a bachelor degree and RPN applicants a diploma (CNO news).
- Evidence of practice means nursing practice within the past three years.
- Transition to Practice: if you do not meet it, you may need a CNO-approved course.
- You have two years from when CNO confirms your application to meet every requirement, and CNO estimates registration takes about 12 months (CNO outside Canada).
Step 4: Pass your English test
CNO accepts these tests, with these minimum scores (CNO language tests):
| Test | Writing | Speaking | Slušanje | Reading | Overall |
|---|---|---|---|---|---|
| CELBAN | 7 | 8 | 9 | 8 | n/a |
| IELTS (General Training or Academic) | 6.5 | 7 | 7 | 6.5 | 7 |
| OET | C+ (320) | B (350) | B (350) | C+ (330) | n/a |
| PTE Academic | 68 | 75 | 73 | 66 | n/a |
You must meet every score in one complete attempt, except an IELTS One Skill Retake within 60 days. Results must be within two years. BCCNM's English check runs through Inspire, so check BC's own page if you choose BC.
Tip: Express Entry accepts only IELTS General Training, CELPIP-General or PTE Core for English, and does not accept IELTS One Skill Retake (IRCC language tests). One IELTS General Training sitting that meets CNO's scores could serve both purposes.
Step 5: Write the NCLEX-RN
Your regulator tells you when you are eligible to register. If you wrote the NCLEX before, ask that regulator to send your results to CNO. The Canadian fee is CAD 360 plus local taxes, and testing outside Canada adds a CAD 150 international scheduling fee. India is one of the 19 international NCLEX locations (NCLEX testing locations). Fees are non-refundable. In Ontario, failing the exam two or more times makes you ineligible for the Temporary Class.
Step 6: Immigration
CNO requires Canadian citizenship, permanent residence or authorisation under Canada's immigration law before you can register. One common route to permanent residence is Express Entry. Its category-based draws include Healthcare and social services occupations, and "Registered nurses and registered psychiatric nurses" (NOC 31301) are on the list. You need at least 12 months of full-time work experience (or equal part-time) in one listed occupation within the past three years, gained in Canada or abroad (IRCC category-based selection).
If you are invited, you have 60 days to submit your application, including police certificates, proof of funds and an immigration medical exam with a panel physician (IRCC apply for PR). The right of permanent residence fee rose from CAD 575 to CAD 600 on 30 April 2026 (IRCC notice).
Tipičan vremenski okvir
| Faza | Službeni vodič | Planirani raspon |
|---|---|---|
| NNAS Expedited Service | Report within 5 business days of all documents | Weeks to months, mostly waiting for documents |
| CNO registration | About 12 months (CNO estimate); 2-year limit | 1 year or more |
| NCLEX-RN preparation and pass | Nema službenog podatka | 2 to 6 mjeseci |
| Express Entry application | 60 days to apply after invitation | Depends on draws |
Common mistakes and scams to avoid
- Paying before choosing a province. NNAS, CNO and BCCNM routes differ, and some fees cannot be refunded.
- Sending documents yourself when a third party must send them. NNAS wants most records sent direct by your college or council, and CNO receives your education documents through your ECA provider.
- Mixing up IELTS versions. Express Entry wants IELTS General Training; check what your regulator accepts too.
- Sharing your portal login. CNO warns never to let a consultant or prep service log in or submit for you.
- Buying "guaranteed" job offers or invitations. Nobody can sell you an Express Entry invitation.
- Unregistered agents. Check Indian agents on eMigrate, read the MEA recruitment FAQ, and run them through our free fake-agent checker.

FAQ
Is NNAS mandatory for every province? No. Ontario's CNO uses approved credential assessment providers, and BC uses Inspire Global Assessments, saying NNAS reports are accepted but not required. The other regulators on the NNAS Expedited Service list take NNAS applications. Check your regulator's page.
Can I write the NCLEX-RN for Canada in India? India is one of the 19 international NCLEX locations. Testing outside Canada adds a CAD 150 international scheduling fee.
Can a GNM nurse register as an RN in Ontario? CNO requires a nursing baccalaureate for RN applicants. A diploma meets the education requirement for RPN applicants.
Which immigration route suits nurses? Express Entry has a healthcare category that includes registered nurses (NOC 31301). Check IRCC for current rules and other routes.
Which IELTS should I take for Canada? CNO accepts IELTS General Training or Academic. Express Entry accepts only General Training. If you plan to use Express Entry, one General Training sitting can cover both, as long as it meets CNO's scores.
